The report ㅡ aimed at kick-starting the debate on demographic change across the EU ㅡ says immigration from outside the EU could help mitigate the ageing problem between now and 2025. It warns that immigration alone is not enough, but "ever larger migrant flows may be needed" to meet labour demands and help ensure prosperity. To offset the loss of working-age people, the report says the EU will need an average employment rate of over 70%.

It says the changes have major implications for prosperity, living standards and relations between the generations. "This development will affect almost every aspect of our lives, for example the way businesses operate and work is being organised, our urban planning, the design of flats, public transport, voting behaviour and the infrastructure of shopping possibilities in our cities," said Mr Spidla. "All age groups will be affected as people live longer and enjoy better health, the birth rate falls and our workforce shrinks."
The choices available to prospective parents are a key factor in determining birth rates, the report says, highlighting late access to employment, job instability and expensive housing. Incentives such as family benefits, parental leave, child care, equal pay can have a positive impact on the birth rate and increase employment, especially among women. "Politics alone cannot solve the problem", said Mr Spidla. "They have to go hand-in-hand with a picture in society that does not stamp women who re-enter the labour market after maternity leave as 'bad mothers' and men that take care of children as 'softies'."

(서울=연합뉴스) 정주호 기자=유럽의 노동인구가 출생률 저하와 노령층 증가로 계속 줄어들고 있기 때문에 보다 강력한 가족우대 및 친이민 정책을 써야한다고 BBC 인터넷판이 18일 보도했다.
유럽연합(EU) 집행위원회가 펴낸 보고서(Green Paper on Confronting Demographic Change: A New Solidarity Between the Generations)에 따르면 2030년까지 EU 25개 회원국에서 80세 이상 노인인구는 지금의 두배인 3천500만명에 달하는 반면 15세 미만 비경제활동인구는 1천800만명에 불과할 것으로 전망됐다. 또한 2003년 EU지역 여성의 출산력도 여성 1명당 어린이 1.48명으로 떨어졌는데 이는 인구유지에 필요한 2.1명보다 크게 낮은 수치이며 생산연령인구의 노인 및 소년부양 비율도 2005년 49%에서 2030년 66%로 상승할 것으로 예측됐다.
보고서는 이민자가 없다면 유럽 인구는 이미 오래전 하락세에 들어섰을 것이라며 이민자들의 EU 유입이 오는 2025년까지 인구노령화를 완화시키는데 도움을 줄 것이라고 내다봤다. 블라미디르 스피들라 EU 사회담당 집행위원은 "이제 행동해야 될때"라며 "현재의 이민만으로는 충분치 않고 노동수요를 맞추고 유럽의 번영을 유지하기 위해선 전례없는 이민의 물결이 필요하다"고 지적했다. 보고서는 이에 따라 노령인구 증가에 따른 노동인구 손실을 상쇄하기 위해서는 EU 전체의 평균 취업률을 70%로 유지해야 한다고 제시했다.
스피들라는 "건강과 장수를 누리면서도 출산율이 떨어지고 노동력이 줄어드는 이같은 변화는 기업운영, 업무, 도시계획, 대중교통, 투표방식, 쇼핑 등 우리 생활의 거의 모든 측면에 영향을 미칠 것"이라고 말했다. 이에 따라 미래의 부모들이 직장과 주택을 빨리 구하고 안정을 찾을 수 있도록 돕는 정책이 향후 출생률을 결정하는 핵심요인으로 등장할 것이라고 보고서는 지적했다. 보고서는 특히 여성에 대한 가족우대 및 육아휴가, 보육, 균등 보수같은 인센티브 정책이 출생률과 취업률 증가에 대해 긍정적 영향을 미칠 수 있을 것이라고 말했다. 정주호 기자 jooho@yna.co.kr
